Corrupt Organization and Possession with Intent to Deliver

On Monday December 14, 2020, as part of an ongoing corrupt organization investigation, Sugarcreek Borough Police with the assistance of the Oil City Police, State Police and Oil City Fire Department served an arrest and search warrant on 112 Bissell Ave, Oil City.

Arrested at the scene was the occupant of 112 Bissell Ave., Donald Albritton King, 43. King was charged with Corrupt Organization (Felony 1), Possession with Intent to Deliver (Felony), Criminal Conspiracy to Commit Possession with Intent to Deliver (Felony), and Felony use of a Communication Device.

Also found in the residence was Samuel Chrispen, 23, who will receive a summons in the mail for Prohibited Offensive Weapons (Misd 1), and Drug Paraphernalia (Misd)

A search warrant was also executed at the residence based on Officers observations at the scene. A substantial amount of Heroin and other Drug Paraphernalia was found.

Donald King was arraigned before Magistrate Lowrey on all charges, bail was denied and King was placed in the Venango County Jail.

Subsequently an arrest warrant was served by Sugarcreek Borough Police with the assistance of Franklin Police in the 1400 block of Chestnut Street, on Samuel Zachery Phillips, 34. Phillips was charged with Corrupt Organizations (Felony 1), Possession with Intent to Deliver (Felony), Criminal Conspiracy (Felony), Felony use of a Communication Device.

Samuel Phillips was arraigned before Magistrate Lowrey on all charges and bail was denied. Phillips was placed into Venango County Jail.

The investigation continues and additional arrests are pending.
