On December 14, 2020 Sugarcreek Borough Police were at 112 Bissell Ave in Oil City for the execution of an arrest warrant as part of an ongoing investigation.
While there officers came into contact with Chelsea White. During the interaction with her officers discovered that she had a metal container of heroin on her person.
During the execution of the search warrant officers found brass knuckles, suspected heroin, and drug paraphernalia in the room occupied by Samuel Chrispen.
Chelsea White was charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia.
Samuel Chrispen was charged with Prohibited Offensive Weapons, Possession of a Controlled Substance, and Drug Paraphernalia.
