Endangering Welfare of Children, Corruption of Minors, Possession with Intent to Deliver

Sugarcreek Borough Police were contacted and advised of a video that showed two adults smoking marijuana with multiple children in the room.

Officers conducted an investigation and were able to determine that Richard Perrine III, 38, and Jessica Perrine, 38, both of Franklin, had been providing marijuana and paraphernalia to multiple juveniles for several years.

Officers obtained arrest warrants for both Richard and Jessica Perrine. Upon arrival at the house located at 145 Front Street, Franklin, officers assisted by Probation and Parole, as well as CYS, took Richard and Jessica Perrine into custody. Items of drug paraphernalia were located in the house and vehicle of Richard and Jessica Perrine.

Richard Perrine and Jessica Perrine were charged with the following:
Endangering the Welfare of Children – Felony 3
Corruption of Minors – Misdemeanor
Possession with Intent to Deliver – Felony

Both Richard and Jessica Perrine were arraigned before Magistrate Kirtland on December 6, 2022.

Richard Perrine was placed into the Venango County Jail due to being on parole and currently also on pretrial supervision.

Jessica Perrine was released on $10,000 unsecure bail.
