Sugarcreek Borough Police Department refiled criminal charges on Samuel Phillips who did in conjunction with known individuals conduct and participate in the sale of the controlled substances of heroin and fentanyl from December 2019 through November 2020.
Samuel Phillips did orchestrate with known individuals the acquisition, transportation, and delivery resulting in the sale of the controlled substances to a confidential informant.
The sale of the controlled substances was facilitated through a corrupt organization known to have sold heroin and fentanyl throughout the Venango County area.
