On November 15, 2023 at approximately 9:07 PM the Sugarcreek Borough Police were dispatched for the report of an erratic driver. The caller who was behind the car noted the vehicle to be all over the road. The caller then advised that the vehicle had left the roadway and struck several signs, then reversed out and left the area. The caller did provide the PA Registration for the vehicle.
Sugarcreek Borough Police were able to locate the vehicle in the 700 block of Warren Rd. Police made contact with Thomas Kossman, 33 of Franklin, who was the driver of the vehicle and noted to be in control of the vehicle at first contact.
Officers noted multiple outward signs of impairment as well as the strong odor of an alcoholic beverage about the person of Thomas Kossman. Standardized Field Sobriety tests were conducted and Thomas Kossman was noted to have performed poorly.
Thomas Kossman was taken to UPMC Northwest for a chemical test of blood. The results returned from NMS Labs showed that Thomas Kossman had operated a motor vehicle while under the combined influence of marijuana and alcohol.

Driving Under the Influence of a Combination of Alcohol and Drugs – Misdemeanor
Driving Under the Influence of a Schedule 1 Controlled Substance – Misdemeanor
Driving Under the Influence of a Schedule 2 or 3 Controlled Substance – Misdemeanor
Hit and Run Damage to Property
