In order for Western New York and Pennsylvania Railroad to complete work on the tracks across Elm Street in Oil City, Venango, a temporary traffic pattern change will be put into place starting July 29, 2024.
Traffic, which normally flows one-way, will be changed to two-way for the following one block area:
- Seneca Street from the intersection with Sycamore Street to the Veteran’s Memorial Bridge (State Street Bridge).
- Elm Street near the entrance to McDonald’s and from the Oil City Police Department to the intersection with Sycamore Street.
- Sycamore Street from the intersection with Elm Street to the intersection with Seneca Street. There will be no parking permitted on Sycamore Street.
All traffic signals along the detour route will be changed to flashing red lights. Traffic will be controlled by stop signs at the intersection of Sycamore and Elm streets and from the exit of the parking lots near the Veteran’s Memorial Bridge.
The railroad work is being coordinated with the ongoing preservation project and closure of the bridge, which has temporarily decreased traffic traveling through that part of the city.
Access to all businesses will be maintained throughout the project. PennDOT and the City of Oil City urge drivers to use caution and patience when traveling along the detour route, and to obey signs and channeling devices that will be used to separate the lanes.
Work is expected to start July 29, 2024, weather permitting, and take a week to complete.
PennDOT urges motorists to slow down when driving in work zones, and also to be alert to changing conditions, avoid distractions and to pay attention to signs and flaggers. Drive responsibly in work zones for your safety and the safety of the workers.
